(10)Regulation (EC) No 223/2009 of the European Parliament and of the Council of 11 March 2009 on European statistics ³ , which constitutes the reference framework for this Regulation, provides that statistics are to be collected to high standards of impartiality, transparency, reliability, objectivity, scientific independence, cost-effectiveness and statistical confidentiality.
