Recital 1

(1)Regulation (EC) No 417/2002 of the European Parliament and of the Council of 18 February 2002 on the accelerated phasing-in of double-hull or equivalent design requirements for single-hull oil tankers ³ has been substantially amended several times ⁴ . Since further amendments are necessary, that Regulation should be recast in the interests of clarity.
