(19)Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council 10 and Commission Delegated Regulation (EU, Euratom) No 1268/2012 11 , which safeguard Union financial interests, are to be applied in the course of implementation of the Programme, taking into account the principles of simplicity and consistency in the choice of budgetary instruments, a limit on the number of cases where the Commission retains direct responsibility for implementation and management, and the required proportionality between the level of resources and the administrative burden related to their use.
