(17)In the event of risks to public or animal health from fertilising products derived from animal by-products, recourse to safeguard measures in accordance with Regulation (EC) No 178/2002 of the European Parliament and of the Council 7 should be possible, as is the case for other categories of products derived from animal by-products.
