(43)The Commission should be empowered to adopt the implementing technical standards developed by ESMA with regard to the content and format of the notification to be submitted to competent authorities by firms that meet the definition of systematic internaliser; and the standard forms, templates and procedures for the provision of information and the notifications as regards applicants for authorisation as a CTP. The Commission should adopt those implementing technical standards by means of implementing acts pursuant to Article 291 TFEU and in accordance with Article 15 of Regulation (EU) No 1095/2010.
