(13)In order to ensure alignment with the international framework, Regulation (EC) No 661/2009 refers to Regulation No 117 of the Economic Commission for Europe of the United Nations (UNECE) 6 , which sets out the relevant measurement methods for the rolling resistance, external rolling noise, and wet and snow grip performance of tyres.
