1. Member States shall apply the equivalences established by Commission Decision (EU) 2016/1945 21 between entitlements granted before 19 January 2013 and the categories set out in Article 6 of this Directive.
2. Any entitlement to drive granted before 19 January 2013 shall not be removed or be in any way qualified by this Directive.
